Documents reveal FEC may have approved payment of N7bn for ‘carcass’ building

The acquisition of a ‘body’ working for N7 billion by a previous changeless secretary, Dr Mohammed Bello, for the service of Agriculture and Rural Development was brought to the consideration of the Federal Executive Council (FEC), before installment, records have appeared.

The Federal Government in a spilled notice, as of late questioned Bello for purportedly buying a cadaver working for N7.044 billion.

In any case, Bello, in his reaction to the charge, had asserted that FEC endorsed the exchange.

A report by Vanguard on Monday asserted that a letter dated April 9, 2019 indicated that Bello was directly in his case.

The said letter, as far as anyone knows marked by Deacon T. O. Onaeko, the Director, Lands and Housing Development in the Ministry of Power, Works and Housing, demonstrated the then Minister of Power, Babatunde Fashola, kept in touch with his partner in the Ministry of Agriculture, Chief Audu Ogbeh, revealing that the said building had been reviewed and esteemed.

The letter read, “Further to your letter Ref. No. AGR.1201/Vol.1/13 of thirteenth March, 2019, on the above subject, I am to illuminate you that the property has been examined and esteemed. I am to pass on the Honorable Minister’s endorsement of a Capital Value of (Seven Billion, 200,000,000 Naira) in particular, for the property. The endorsement is only for valuation purposes as it were. Be that as it may, this is to additionally educate you that you should look for and secure the endorsement of Mr. President before any arranged procurement.

“The property is a 10-story office complex on a 3,754.90m2 plot of land and distinguished as Plot 1062, Central Business District, Abuja.

“This endorsement is dependent upon the accompanying conditions: that the Federal Ministry of Agriculture and Rural Development affirms the validity of the seller’s title before finish of the buy exchanges; and that the improvement isn’t in contradiction of any Town Planning Laws/Regulations.”

The Ministry of Agriculture, in its reaction, composed the Federal Capital Development Authority (FCDA) looking for a status check of the property.

In a letter dated 24th April, 2019, FCDA through the Abuja Metropolitan Management Council (AMMC) confirmed the status of the property.

The letter was marked by the Director, Department of Development Control, Town Planner Muktar Galadima in the interest of the AMMC Coordinator.

The letter which was routed to the Minister of Agriculture and Rural Development, the AMMC composed:

“The Department recognized the receipt of your letter dated 23rd April, 2019 mentioning for building plan endorsement status of Plot No. 1062, Cadastral Zone AOO, Central Area District and to additionally educate you that, records in the division’s database demonstrate that, building plan endorsement was allowed to M.G. Properties Ltd in December, 2014.”
